The Commissioners returned to the meeting room at 9:00 am after executive sessions regarding department head evaluations. County Counselor Clancy Holeman discussed provisions of a draft agreement to form a Metropolitan Planning Organization for cooperative transportation planning.  He said there may be a proposal to add some cash basis language to the agreement.  Commissioner McCulloh observed that means if you don’t have the money you don’t have to pay.  The figures used in the draft of the proposed agreement pertaining to payment allocations will be spelled out more precisely such as 59.9% rather than rounded out to 60%.

Preparations are being made to close out the County’s existing law library.  A major goal will be to get all the books out on time.  Law books will be offered for sale and those left will be given free to interested persons.  While the goal is to vacate the property by January 31, Holeman advises paying the rent through February to insure adequate time for the move.

Holeman said there is some concern expressed by the Kansas Association of Counties that the Legislature may make an effort to place financial responsibilities for electronic filing costs on the counties.  Also it appears there may be plans to place more responsibility for court expenses on counties for payment of court filing costs.  Possibly even county prosecutors will be charged filing fees.

A public hearing was held on 2012 budget amendments involving line item shifts.  Nothing resulted in additional tax costs to Riley County.

EMS Director Larry Couchman reported on progress regarding a transfer of EMS reserve account funds from Via Christi to the County.

Riley County Commission mtg 12-20-12

After routine business, Pat Collins, Director of Emergency Management, asked for approval of the plan to donate surplus equipment to the State Dept. of Forestry. It is mainly older air bottles, some not up to current standards, but which could be brought up. All of his department's new bottles are certified at high pressure. The gift would be with the condition that they be brought to certification level by the Forestry Dept. Commissioners approved the request 3-0.

Josh Kyle, RCPD, presented a request for fencing along an unwanted foot path to prevent damage to grass and exposure of vehicles to vandalism. KS Fencing, Inc. submitted the only bid for a chain link fence at a cost of $7,380.13, installed, and a decorative fence would cost $18,797.40. Funds are available in the maintenance fund. Commissioners Approved the chain link fence 2-1.  Ms. McCulloh objected to the expense and suggested maybe a sidewalk would be more practical.

Clancy Holeman, Counselor/Dir. of Admin., presented the latest draft of the Flint Hills Metropolitan Planning Organization's agreement on transportation planning, including make-up of the policy board. Several approval stages are planned through the end of December and early January. All the governing bodies involved must approve a final version as soon as possible, according to KDOT. Proposed changes should be presented by Jan. 4. The city is expecting to approve a version on Jan 22.  The county will vote on Jan. 10, including the Fiscal Agreement, which is a separate document.

Jennifer Wilson, Extension Director, said a statewide survey process will help them with program development for next fall. There are 2 vacancies on the Fair Board. Ms. Wilson recommended Mark Fritson for District #1, and she is waiting to hear from two potential appointees for District #3. This is a very active board, and they meet 6 times per year and work extra during the fair and its lead-up. Kristin Garcia, Extension 4-H Project Director, said the program kick-off was a huge success. Fifty people came through, including many enthusiastic families. Activities included making yeast bread, creating food gift baskets, and "gifts in a jar." The next subject will be "Fiber Fun: needlework, sewing, and fashion." Ms. Wilson said they currently have 297 4-H members, of which 51 are first year. In answer to a question from Ms. McCulloh, she said maybe by next spring or summer they would work out an agreement with Big Brothers/Big Sisters.

Brad Schoen, RCPD Director, said there have not been many accidents since last night's snow. Officers are responding only to accidents involving injuries or road blockage. People in minor accidents should report to RCPD within 48 hours. There will be two funerals on Saturday for fallen police officers in Topeka. RCPD has offered to send officers to help with traffic and dispatch so Topeka officers may attend the funerals and joint gatherings to follow.  The RCPD honor guard will attend the funerals, and our flag will be at half staff until after the ceremonies. The HVAC work at LEC is postponed since the crane broke down. They will continue the work the week of Jan. 7.  In February or March, they will begin their budgeting process. Director Schoen has met with the 2 newly-elected Commissioners. Plans for New Year's Eve are basically the same as last year, with minor changes. The celebration in Aggieville has usually presented no exceptional problems for RCPD. When asked about Fake Paddy's Day, he said he hopes to have conversations with Aggieville merchants and work out cooperative plans.

County Commission Dec. 17, 1012

Karen Hibbard, facilitator for the proposed Flint Hills Regional Welcome Center Project gave a presentation about the Center. It will involve Riley, Pottawatomie, Geary, Wabaunsee, and Morris Counties along with fort Riley. After studying possible locations, the proposed site is at the interchange of I-70 and Highway 177. The project could include not only gasoline and restroom facilities, but a place for displays of interesting/educational materials about the Flint Hills and the surrounding are, an information desk, gift shop, convenience store and perhaps a restaurant. The second floor design includes a terrace, meeting rooms, and offices. The hope is that people who stop, if they are on their way somewhere else, will be intrigued and perhaps stop and visit the area on their return, or even make a special trip to see what the are has to offer.
      Ann Smith from ATAbus thanked the commission for their continuing support. Ridership has been very good – over expectations by 11%. Construction of their new building will begin Jan 2.
      Pat Collins reported on the 13th annual Riley county firefighters banquet. Around 150 people attended. Paul Bosh, who founded the banquet and his family attended. Congratulations were given to Battalion Chief Dough Messer for winning the prestigious Harold Bellman Outstand service award. He is a 20 year veteran of the department with 17 years as Asst. Fire Chief. Chris McCush from station 5 took home the Most Active Fire fighter for 2012 with over 350 hours of service. Charles Barton was rookie of the year with more than 140 hours of service in his first year.
      Barry Wilkerson, County Attorney, gave his year end report and plans for the future. One concern is the lack of mental health facilities. The same people come through the courts again and again. The community needs to know the facts so they can support an effort for these facilities, especially where funding has been cut. Wilkerson also said that courthouse space is becoming limited, for example when audio-visual displays are needed for trials. Lack of courtrooms and space is the biggest problem as well as financial support for KBI labs for DNA and other testing. The delays are way too long.

County Commission Dec. 13, 2012

   All Commissioners present.

The Commission appointed 14 county residents to 9 different county boards with terms beginning Jan 1, 2013.

Lyle Butler, Manhattan area chamber of commerce, thanked outgoing commissioners McCullough and Johnson for their work.  Butler said the statistics for the city are strong, and the unemployment rate is low.  The city is eighth in size in the state, but fifth in retail shopping.  Complete statistics for 2012 will be out in January

Eileen King, Treasurer, gave her monthly report.  Among the items, sales tax is $208,000 over budget estimates.  These numbers are from Nov. of 2011 through Oct 2012.  She expressed concern about proposed cuts in sales tax proposed by the governor.

Rich Vargo, county Clerk, gave a report of his department’s accomplishments and goals.  The biggest item this past year was the 2012 election which went well.

                Susan Kufahl, Health Dept. Director said that the Flu season started early this year but it is still not too late to get a shot.  They have been notified that their Early Childhood Block Grant has been recommended for funding and they hope to hear that is has been fully funded.

                The Kansas Dept of Ag. has indicated that they will send a user-friendly ongoing report for Riley County restaurant inspections that can be posted on their website.

                The first public health advisory board meeting is scheduled for Jan 23 at 4 p.m.

                There was a lengthy presentation and discussion of the long range facility plan for the county building(s).  The presentation included slides with pictures and diagrams produced by Brent Bowman.   This is just very preliminary and much discussion and analysis of space needs will occur in the future.

USD 383 Board of Education

Board members discussed varying options for the class schedule at MHS.  A task force had met several times with the charge to research scheduling options and to recommend three to the board.  The task force presented its three recommendations to the board, which included maintaining the current 7-hour schedule, a modified 7-hour schedule with block time, and a 6-hour schedule with an early "0 hour."  The current 7-hour schedule allows students to meet graduation requirements while having the opportunities to pursue elective courses.  The modified 7-hour schedule would have longer class periods on Wednesdays and Thursdays, which would allow for deeper discussions, more time for science labs and art projects, teacher collaboration, and student advisory time.  The 6-hour schedule with 0 hour would eliminate 0 hour on Wednesdays and replace it with student advisory time.  The 6-hour plus 0 hour schedule would allow for a reduction in staff, which would be a cost savings.  However, the availability of transportation for students to get to 0 hour was a concern.  Teachers and students who were surveyed preferred to maintain the current 7-hour schedule.  The item was for discussion only.

Riley County Commission mtg 12-10-12

After routine business and an executive session, Commissioners held a press conference. Mr. Lewis presented a plaque to Greg McHenry, Appraiser, in recognition of his award of designation as Assessment Administration Specialist by the International Association of Assessing Officers. This is a very rare achievement. Mr. McHenry spoke graciously in acceptance.

Jerry Haug updated Commissioners on the status of work on K-18. Murray Road access will be closed as of today; access will be via the north roundabout on Scenic Drive. By the end of this week (weather permitting), east-bound traffic can travel on the 2 lanes of the old road and west-bound on the 2 lanes of the new road. Stagg Hill Road access will be closed until the east-bound new road is finished next fall. In late March, traffic will revert to one lane each way ("head-to-head"). About mid-June, 4 lanes will re-open west of Scenic Drive.  The project will be finished in the fall of 2013. If you are going to the airport, turn off the GPS.  GPS programs are not updated, and drivers should follow the signs. Eureka Drive is open and can be accessed via Skyway to Scenic Drive.

Eileen King, Treasurer, said property taxes are due by December 20. Information on payment methods, including interest on payment plans, can be found on www.rileycountyks.gov under e-gov services, or phone 537-6321. Many people may not be aware that if first half of personal property taxes  are not paid Dec. 20, the entire amount becomes immediately due. The Treasurer's office will close at noon on Dec 31, pending formal approval.

Dawn Searles, Health Department, said Riley County has already had a few cases of the flu. Lafene has had 7 cases. The Health Dept. administered 3,467 flu shots, including 25 outside clinics. Children, as expected, have had harder cases and recover more slowly than adults from flu.

Scott Carpenter, Riley County Fire Department, gave tips on holiday safety and winter safety. For holiday safety, place no more than 2 or 3 light strings on one circuit, and don't use nails or staples. Check for fraying and wear and tear of wires. Extinguish all lights at night, especially candles. Keep live trees moistened. In the kitchen, if you plan to fry your turkey, be sure it is completely thawed, or you will have a grease explosion. For general winter advice, above all, do not follow too closely when driving.  Clean your chimneys, and keep space heaters at least 3 feet from anything flammable.

Tim Hagerty, RCPD, said when shopping, take valuables with you and lock your car.  If you are leaving town, alert neighbors, keep the house locked, and have a plan for your mail and newspapers. When traveling, slow down, especially in rain or snow conditions, and keep a good distance from the car ahead. Also, do not swerve to miss any deer.

Johnette Shepek, Budget and Finance Officer, presented the estimated 2012 ending balance in the General Fund report. Resources for 2012 totaled $23,627,685, expenditures totaled $20,073,999, and the balance was $3,553,686. These figures are estimates, which include expected income and expenses for the rest of the year. The balance is the lowest Riley County has had for many years.

Craig Cox, Asst. Counsel, gave an administrative update. He dealt with paving districts, code enforcement coordination with Planning Dept. migrant housing at Britt's, and letters sent out for personal property collection.

Monty Wedel, Planning Director, presented proposed schedule of increases in planning and development fees. The fees include building permits, petitions, evaluations, licenses, and water and other tests. The fees are meant to more nearly compensate the county for services provided to the public, by asking the public who use the services to pay more for them. Commissioners approved the schedule. Mr. Wedel will bring the formal proposal for approval.

Commissioners had an executive session before the lunch break. After lunch, Debbie Regester  reported on Register of Deeds' Office 2012 Accomplishments and 2013 Goals. Commissioners had three more executive sessions before adjournment. The executive sessions were for personnel evaluation of department heads.

USD 383 Board of Education

Universal Construction, the district's program manager for all of the construction projects with the exception of MHS West Campus, presented its final report to the board.  The construction projects are considered complete.  Board members thanked Universal and praised their management of the projects.

Board members discussed the district's current policy for senior release.  Of the parents who responded to a survey, 86% favored continuing senior release.  Dr. Bob Shannon, Superintendent, recommended that senior release continue, but he also recommended developing a definition of college/career readiness that seniors would have to comply with to be eligible for early release.  Pete Paukstelis favored discontinuing senior release because he felt the district should use that time to further students' educations, and he suggested that graduation requirements may be too low.  Dave Colburn said he wanted to see the high school remain flexible to accommodate different needs.  The board approved 5-1 to continue offering senior release, with Paukstelis dissenting.

The board received an update from the MHS Booster Club about fundraising efforts for artificial turf for Bishop Stadium.  Boosters had a commitment from the Manhattan Surgical Hospital in the amount of $200,000, and a commitment of $100,000 from Steel and Pipe.  The Boosters have also received smaller commitments and estimated that they have raised $550,000, which included $200,000 that the district will contribute.

Board members were presented with recommendations for new courses, course name changes, and course deletions for the 2013-14 school year.  One of the proposed changes that was discussed in depth was the change in middle school math.  The Math in Focus curriculum that was previously adopted for the elementary grades will be implemented at the middle school level so that the district's curriculum will better match the common core standards.  The board approved 6-0 the proposed changes.

Dr. Shannon also reported that the district's attorney had presented the district's argument to the Kansas Court of Appeals in regards to its case against the city concerning the long-standing agreement that had provided free water to schools.

County Counselor Clancy Holeman announced the local delegation of State legislators will meet with the Commission on Thursday, December 6.  The entire delegation has agreed to attend.  Holeman said one overall issue to be discussed is the impact of unintended consequences when legislation is passed without a thorough review.  One example was passage of HB 2427 in the last days of the previous session and the impact it has had on public agencies presented with conflicting obligations.

Holeman also discussed a resolution the Commissioners must pass as a statutory hoop they have to jump through to formally levy the tax authorized by voters in the recent election.  The County’s current taxing authority collects funds through February.  The new taxing authority takes effect in April.

Human Resource Manager Cindy Volanti and Health Department Director Susie Kufahl presented a revised staffing request for the Health Department.  Previously the Commission had approved the position of lead clerk and the position has been difficult to fill.  They presented a proposal to combine two existing open positions into the one of office manager.    The change would result in  reduced personnel costs.

Volanti discussed plans for the Commissioners to evaluate department heads.  It was agreed each department head would prepare a list of accomplishments as well as short and long term goals for his/her department.  These would be sent to the Commissioners who then would hold 30 minute meetings with each individual.  Commissioner Lewis asked that future goals include projections of the effect technology changes may have on future operations.

The dedication of the Alvan Johnson Law Enforcement Center will be held at 2:00 p.m. on December 7 at the Center.

Shelly Williams, Community Corrections Director, described juvenile detention visitation policies and practices at the North Central Kansas Regional Juvenile Detention Facility.  Only parents and guardians are allowed to visit incarcerated family members.  An issue has been raised about the rights of grandparents and siblings to visit as well.  Another question involves personal property of the juveniles.  Usually parents take their child’s property home for safe keeping but, occasionally, a situation arises when no family or guardian is available.  Staff at the Center does not want to be held responsible for storing the property and no storage space is available in the facility for that purpose.

The Commissioners generally agreed that some of the restrictions appeared overly harsh.  Commissioner Lewis and Ms. Williams will meet with NCKRJDF officials to address concerns.

Mary Jo Harbour said she will no longer be representing the Riley County Council on Aging and introduced John Allard, the incoming president.  A major activity of the organization at the present time is getting out information and help to seniors now making decisions about which drug insurance plan to select.  Ms. Harbour expressed concerns about efforts by a private business to get the City to sell a parking lot adjacent to the Senior Center.  Apparently the lot actually assigned to the Center has only 20 parking spaces and the additional space is necessary to accommodate persons using the Center.  Ms. Harbour said many such individuals would find it difficult, if not impossible, to park and walk a distance.  There are reports that some Manhattan City Commissioners seem to be in favor of the sale.

Cheryl Collins, director of the Riley County Historical Museum, encouraged people to view the temporary exhibit “Forces” at the Flint Hills Discovery Center.  The exhibit will run through January 13, 2013.  A website containing information about the exhibit may be found at www.rileycountyks.gov/museum. 

A tax foreclosure auction will be held in mid January.  A subdivision located in Riley may be part of that sale.  The lots are ready for building but currently no houses have been constructed.

Leon Hobson, Public Works Director/County Engineer and Cindy Volanti, Human Resource Manager/Deputy Clerk, presented their recommendations about filling the position(s) of Assistant Public Works Director/ Parks Director.  The Commissioners appeared to favor having both positions under Public Works and have both a public works manager and a parks manager.  Volanti will check with McGrath consultants about setting salaries and compensation for those positions.  A second recommendation, to eliminate two nine month seasonal positions to create a permanent facilities and grounds technician position, will be delayed until the new commissioners are on board in January

Action on the agreement with Blake Robinson for Dec 12 , 2012and the year 2013 to serve on the dndigent defense panel was approved.

Cheryl Collins, Museum Director, said that there would be an organizational meeting concerning the Freedom’s Frontier Heritage area. The discussion will include ideas concerning what we might suggest locally in preparation for PR "from the top".

Greg Eyestone discussed fall lawn care - soil testing and fertilizing.

Rich Vargo explained the handling of provisional ballots. He said 50 to 70 percent of provisional ballots cast were determined to be valid. He said that the envelope that provisional ballots go into (the ones that one signs) includes a voter registration so that, for the next election, the person is registered.

Eileen King talked about the new drivers' license location east of town on the south side of Highway 24. It is in the shopping center that includes Ramblers, near Dick Edwards Ford. It will have more room and be able to handling motorcycle road testing nearby.. Hours will be Tuesday through Friday, 7 a.m. to 5:45 p.m.
Ginny Bernard, Riley County Extension Agent gave advice for cooking turkey this Thanksgiving.

Only one bid was submitted for the Lakeside Sewer Benefit District. It was higher than the engineers’ estimate. Bid was sent to staff for evaluation.

Riley County Commission mtg 11-15-12

Mr. Lewis was absent, attending the meeting of Kansas Association of Counties (KAC).

Pat Collins, Emergency Management Director, discussed the advantages of contracting out for the training of County firemen. The 26 new recruits are eager to have training; old hands not so eager, wanting only minimal refreshers. The company Mr. Collins is considering has training available partially on-line. This would serve the needs of all the firemen. He has money available in next year's budget. He stated that he would like for every fireman in the County to be certified "Firefighter I," eventually, though it is not a requirement for certification of the department. The Commission reconvened itself as "Fire Board" and approved his request, then reconvened as "County Commission."

Amy Manges, Deputy Register of Deeds, reported on revenue for her department. All numbers are up except the copy fund. They have taken in $315,778 more than anticipated. Their new employee began work on Oct. 29. The indexing of back files is almost complete.

Clancy Holeman, Counselor/Director of Administration, presented a draft of an agenda for the Riley County Legislative Conference to be held on Thursday, Dec. 6, 12:00 - 2:00 p.m. As of now, all of the County's Legislators are intending to attend. Subjects to be discussed include 1) machinery and equipment tax exemption (which RC and KAC are opposed to, as, at worst, it would bankrupt several counties, and at best it would present severe difficulties to all counties); 2)TABOR legislation, which RC opposes on grounds it simply complicates County procedures, which are already transparent and publicly clear; 3) H.B. 2427, which exempts certain employment categories from revelation of personal information, such as home address; 4) State financial support of counties, including loss of revenues through sales and property tax exemptions, impact of state income tax reductions, and unfunded mandates. Commissioners made some suggestions, which Mr. Holeman will incorporate.

Rich Vargo, County Clerk, and Jolene Keck, Election Officer, conducted a presentation of results from the Nov. 6 election. Ms. Cindy Volante was appointed to fill the third Commission seat in Mr Lewis's absence, for the canvass only. Ms. Keck read results from each precinct in the County, including total number of voters, number of provisional ballots, number accepted, number rejected, and the reason for rejection. All of the rejections except 8 were because the voter was not registered in Riley County. One envelope had no signature. Another had an obviously suspicious and faked signature that did not in any way match. Three voters had no ID, and failed to come to the Clerk's office with ID before the deadline. Three voters insisted on receiving a paper ballot AFTER they had already voted on the IVO machine. None of these 8 ballots were counted. A certain number of provisional ballots were accepted for partial counting (by hand) because the voters voted in the wrong precinct. No races were changed by the counting of the provisional ballots. Commissioners accepted the results and validated the election 3-0. Adjourned.

USD 383 Board of Education

The school board planned to have a public hearing on the topic of senior release, but no members of the public stepped forward to address the board on the topic.  However, over 300 parents had completed an online survey about senior release, with the majority of respondents favoring the continuation of senior release.

Keith Noll, Director of Maintenance, presented the board with information about building improvements that have been completed using either capital outlay funds or bond funds.  The completed items included a new bus lane for Amanda Arnold, new playground fencing at Ogden, a new roof on portions of MHS and also at Woodrow Wilson, and new playground equipment and drainage improvements at Northview.

The board discussed a request for proposals (RFP) for a facility analysis for MHS East Campus.  Projects planned for the building as part of the bond projects had been re-prioritized, with the main focus being to create a secure exterior envelope and improvements to the gym, and with the understanding that the building needed additional work than what had been outlined in the bond.  Beth Tatarko thought the facility analysis should consider whether the district should continue to invest in using the building for educational purposes and to take into account the cost of continuing to do so.  Other board members expressed similar thoughts, with Pete Paukstelis' wondering about the cost comparison between renovating East Campus and building a new school, and Leah Fliter's wondering about the possibility of moving 9th graders to the expanded West Campus.  Walt Pesaresi, who serves of the district's Facilities and Growth Committee, explained that the committee's thinking had been that constructing 2-3 new elementary schools may be a more immediate need, and the facility analysis would help determine what should be done to East Campus to get it through the next 15-20 years, and by then, a second high school might be needed.  Board members were in agreement to table the RFP to allow administration to make the changes discussed.

The board approved 5-2 to close lunch for sophomores and to keep lunch open for juniors and seniors beginning with the 2013-14 school year.  Paukstelis and Pesaresi dissented.

County Attorney Barry Wilkinson reported his office will handle a murder case next week.  Homicides tend to take a long time to run through the legal system.  The judges have requested that the County offer a new wireless network, the Westlaw system, to accommodate   attorneys since the judges plan to discontinue the use and support of a law library.  The judges are willing to pay the monthly cost for the internet services required (approximately $80 a month).   The judges would also like to use iPads to expedite warrant requests.  One judge lives in Clay Center which makes distance even more a factor in obtaining timely approval.  Wilkinson said they are reviewing security issues since any such system must meet federal requirements.  The judges have agreed to pay for the iPad service as well (approximately $40 a month).

Information Technology/GIS Director Robert Nall referred also to the issues involving the requests from the judges and will be working with Wilkinson and the court personnel.  Nall said the combining of Information Technology and GIS is resulting in greater efficiency.  Nall expressed some concern that his office will run over salary costs in the amount of $40,000 due to absorbing the IT staff at the Health Department.  The fact that this would occur was recognized by the Commissioners at the time the decision was made to move the responsibility to the County.  Nall asked for permission to go over budget in consideration of the situation.  The Commissioners agreed to that request.

Nall said the voting satellite at the K-State Union is working well.  According to County Clerk Rich Vargo, however, voting there is running slower than last year.

County Extension Director Jennifer Wilson said elections will be held for positions on the extension council beginning October 29 and ending on November 2.  Voting will take place in the County Extension Office from 8 am to 5 pm each day.

Commissioners Johnson and McCulloh present, Johnson presiding.  Commissioner Lewis was attending a meeting in Washington D.C. and joined in by conference call for the section of the meeting devoted to employee health plan options.

Emergency Management Director Pat Collins said narrow banding radios now are used by most responders in the County.  He recommends, however, that the emergency sirens not be upgraded to narrow banding since they are simply receivers and can work quite well without the upgrade.  Collins suggests that the County’s public works employees move to the same system due to efficiency and dependability. A Med Zip system was used for years specifically by ambulance and hospital personnel, but seems unnecessary today with the availability of cell phones and radios.  He recommends the County cease using the Med Zip system which will save 12 to 13 thousand dollars a year.

Susie Kufahl, Director of the Riley County Health Department, said her department has started on its community health assessment with the help of Envisage Consulting.  The assessment is a necessary evaluation as the RCHD prepares for an upcoming review for accreditation.  The Health Department is continuing to hold flu clinics.  A recent clinic in which free pumpkins were given brought in more than 100 children and adults.  Kufahl also discussed 2012 revised budget estimates.

Tim Hegarty, with the Riley County Police Department, cautioned drivers to avoid driving too close to other vehicles, particularly in construction areas. 

Pawnee Mental Health Director Robbin Cole updated Commissioners on KANCARE, the State’s move toward a new managed care system for recipients of Medicaid health services.  The system is supposed to be in effect as of January l, 2013.  Yet, to date, only one of the three designated managed care organizations chosen by the State to serve clients has its provider manual completed.  Pawnee has signed a contract for one service from one provider, but does   not feel comfortable in signing any other contracts until provider manuals are complete.  The different providers may have different standards for what mental health services will be authorized and for billing procedures to be met.   For instance, all three may have different screening requirements prior to authorizing admission to a hospital.   As of the first of the year, clients needing mental health services will automatically be assigned one of the providers if they have not previously selected one—a difficult decision without completed manuals specifying service options.

The KANCARE system is predicted by State officials to save $1 billion in health care costs over the next five years.  An estimated 375,000 Kansans are affected by the changes.

Scott Cooper, with the Riley County Fire Department, cautioned people to get their chimneys swept prior to using wood burning fire places.

County Clerk Rich Vargo said in person advance voting begins tomorrow, October 23, both at the Courthouse and at the K-State Union.  The K-State voting option is available, not only to students and faculty, but to all Riley County residents.

During the Business Meeting contracts were signed with five attorneys who will be on the Indigent Defense Panel.
The Commission went into executive session until 9:45. At 9:50 bids were opened for the Walnut Creek bridge replacement.

Then there was a break until 10:15

Brad Schoen, RCPD Director discussed the recent outbreak of bicycle thefts. The number and value of the bikes suggests these are not random thefts but perhaps more organized.
He also mentioned the RCPD's social media site on Twitter which has quite a number of followers.

MontyWedel, Planning/Special Projects Director presented the new zoning amendments for billboard signs. These changes were developed by the Urban Area Planning Board and the county's billboard advisory board.. They will only affect the county . These changes are to bring the rules into conformity with state regulations.
Digital signs along county highways will be illegal and the rules for size and spacing of billboards have been changed. Existing billboards will be "grandfathered" in. New laws also prohibit doubledecker billboards. The proposed changes were accepted by the Commission.

Outside of the usual business – minutes, tax roll corrections, etc. the only activity of note was Eileen Kings’s presentation of the Monthly financial reports from the Treasurer’s office.

She reported that the sales tax revenues have been ahead of the previous year by $20,000 to $30,000 except for July when they were only $3,500 higher. Two factors may have caused this. First, the car show which is usually held in July at Bramlage Coliseum did not occur. This has, in the past, brought thousands of dollars into the county. The other factor may have been the triple digit temperatures which lessened activities in general. Reporting on vehicle taxes, King said that 91.07% of motor vehicle taxes have already been collected- higher than either of the last two years.

USD 383 Board of Education

Dr. Robert Seymour, Associate Superintendent, reported that the district's enrollment numbers on Sept. 20th showed an increase of 93 students, 30 of which were preschool students.

The board held a public hearing to provide citizens with the opportunity to comment on whether MHS should continue to have "open" lunch, meaning students are allowed to leave campus over lunch, or whether lunch should be "closed," and students would have to stay on campus.  Prior to the public hearing, parents, students, faculty, and staff had the opportunity to complete an online survey as to their preferences.  Lunch is currently "closed" at MHS East Campus, and the majority of respondents preferred to keep it that way.  Fifty-seven percent of parents and 99% of students favored continuing to have "open" lunch at MHS West Campus.  Reasons for continuing to have "open" lunch included it develops student responsibility, food options are better outside of school, "open" lunch provides stress relief, there's not enough cafeteria space to seat all students, and some suggested modifications, like only allowing juniors and seniors to leave campus.

Reasons provided by survey respondents for having "closed" lunch included it's safer at school, negative behaviors occur when students are away from campus, school cafeteria food is healthier, and concerns about students driving over lunch.

MHS Principal Terry McCarty said he supported continuing to have "open" lunch because it teaches students time and fiscal management.  Doug Messer, Director of Transportation, favored going to "closed" lunch because he felt allowing students to leave campus creates a safety issue for the district.  He also suggested that maybe 10th grade students should not be allowed to leave campus and possibly only juniors and seniors should have the privilege.  Kari Quiton, Drug and Alcohol Prevention Coordinator, expressed concerns about substance abuse occurring while students are away from campus during lunch.  Gordon Thornton, special education teacher, favored "open" lunch because he was concerned about the cafeteria's capacity to hold all of the students if they were not allowed to leave.  If lunch were "closed," he thought there might need to be three lunch periods instead of the current two.  He also wondered how allowing only juniors and seniors to leave campus would be enforced.  Parents who spoke supported continuing to have "open" lunch, and high school students who addressed the board all expressed the opinion that "open" lunch helps students to learn responsibility and develop time management skills.

The board plans to make a decision about open/closed lunch at its Oct. 17th meeting.

A favorable 2011 financial audit report was presented indicating no exceptions were found and nothing was out of compliance.

A public hearing was held to discuss the creation of the Lakeside Heights Sewer District.  All property owners except one signed the agreement to develop the district.  The dissenting property owner said his one room property could not be lived in full time and is only used occasionally on trips to the lake.  No one spends the night there.  Commissioners voted to approve the formation of the district with the exception of the one property.

Susie Kufahl, Riley County Health Department Director, asked for permission to restructure a staffing arrangement by boosting the authority level of one position at a cost of approximately $1500.  Permission was granted.  She also asked for approval of a software upgrade required by regulatory authorities to meet the standards of accreditation of a medical facility.  Commissioners voted to approve the purchase.

County Counselor Clancy Holeman reported the County has had one request from an individual to have the person’s personal information withheld from public records in accordance with the passage last year of HB 2427.  Apparently Johnson County has had six such requests. Holeman stressed the importance of pursuing efforts to have the law overturned in the next legislative session.  He said it is a costly mandate in that, to comply, software would require extensive retooling to handle the changes.  He said decisions in Topeka can have heavy impacts fiscally on local governments.

A public hearing was held on shifting the definition of the Sanitarian’s position location to the Health Department in compliance with the law.  There were no questions or disagreements.

Anne Smith, director of the aTa Bus, asked the Commission to extend the timeline for payment of the promissory note pertaining to the building of the transportation facility.  The time period for the note needs to be extended due to delays in getting construction underway.  Federal funds to reimburse the costs will not be received until the construction is completed.  The Commissioners voted to approve the request.  According to Smith the busses are well used and she expects some 100,000 passengers will have received services  by the end of the year.  New requests come in daily.

Community Corrections Director Shelly Williams spoke of her concerns about future funding of the Community Corrections programs.  Her office has been asked to submit a budget proposal reduced by 10% from that of the current year.  Since most of the budget pertains to staff, such reductions could result in dropping seriously, chronic violent offenders currently supervised in the community.  Services to juveniles would be extensively cut.  The loss of State funds also could possibly reduce access to some federal funds.  The passage in last year’s Legislative session of extensive tax cuts to business firms is expected to greatly reduce State revenues.  Such reductions could result in property tax increases at the local level to pick up the loss of State support.

The Commission is in the process of meeting with Manhattan Public Library personnel about moving the County Law Library into the public library.

Plans tentatively were made to hold a ceremony to celebrate the naming of the Law Enforcement Center in honor of Alvan Johnson sometime during the first week of December.

A motion to pay for acquisition of property in Fairmont Park out of CIP funds was approved.

Commissioner McCulloh expressed concerns about potential cuts in funding for community corrections programs. She said without community corrections alternatives more people are likely to be  incarcerated and kept so for longer periods.  She asked that the issue be placed on the agenda for Thursday’s meeting.

County Counselor Clancy Holeman announced an agreement has been reached with the Indigent Defense Panel to accept a cola increase in compensation this coming year.  A conference will be held with local legislators on December 6, at noon, in the Commission chambers.  Of major concern is last year’s passage of legislation allowing individuals to restrict access to their personal information in public records.   

Tim Hegarty, with the Riley County Police Department, said the Department’s twitter account has more than 2000 followers.  This is a higher percentage than that of law enforcement offices  in Wichita and Kansas City.  He says, through twitter, the RCPD is able to reach out to a population it needs to have positive relations with.  Crimes have been solved through twitter contacts.  Crime Stoppers also has been effective.  Through it persons may report crime information by phoning, sending emails or texting.  When appropriate, police have been closing off Moro for about one half hour around 1:00 a.m. The action is taken to avoid accidents after people have been drinking heavily.

Apparently the ballot for this November’s general election will include a Constitutional amendment question involving the taxation of watercraft in Kansas.  Currently watercraft are valued and taxed as personal property.  The ballot question asks voters to choose whether or not to allow the Kansas Legislature the option of changing this.  The ballot question does not prescribe any particular or specific changes to the current ad valorem method of property taxes for watercraft.  Any potential changes would have to be enacted by the Legislature if the constitutional measure passes.  A similar ballot question failed narrowly in the 2000 general election.  The wording of the question will be lengthy and is expected to be very confusing to voters.

Jerry Haug, with the Kansas Department of Transportation, said there will be lots of changes in traffic on Highway 18 over the next several months.  Airport access will be worked on.  He warns drivers to be very careful and watch the signs.  The estimated completion date for the entire project is fall of 2013.

USD 383 Board of Education

The board was presented with information about plans for private fundraising for an artificial turf field at Bishop Stadium.  The field is estimated to cost $800,000.  The MHS Booster Club has been working on fundraising and has been striving to secure three corporate sponsors who will each contribute $200,000.  The Booster Club wanted to know whether the corporate sponsors will be able to have their logos displayed on the field.  Walt Pesaresi wanted to know how large the logos would be before giving approval, and the Booster Club representatives said they would be in communication with administration as the efforts progress to make sure the board is satisfied.  The district's share of the costs could be financed with a transfer from the supplemental general fund to the capital outlay fund.  The grass field costs $30,000 annually to maintain, and the district's director of business services suggested setting aside the $30,000 each year for the next 10 years to provide the financing for when the surface will need to be replaced.  The board approved 7-0 the fundraising plans.

Board members discussed a proposal for an advisory period at MHS, which will be held on Wednesdays for 21 minutes.  The advisory period will focus on students' academic progress, career opportunities, and anti-bullying activities.  Pete Paukstelis and Pesaresi felt the board needed to be provided with more information.  Paukstelis wanted the program to be evaluated every year and to be able to put the time to better use if nothing is being accomplished.  Despite concerns, the board approved 7-0 to implement the program.

The board held a public hearing to provide citizens the opportunity to comment on the proposal to swap the high school's starting/ending times with the times for elementary schools.  Several parents of elementary students spoke against making the change, citing concerns about additional time after school spent in child care, waiting in the dark at bus stops in the morning, elementary students also need sleep, and a decrease in family time.  The opinions of parents of secondary students varied, with some favoring going to a later start time so students would be more alert at the start of the school day and others expressing concerns about how the late ending time would affect homework time and after school activities.  The board plans to make a decision about start/end times at the Oct. 10th meeting.

All Commissioners present. Commissioners discussed variations in figures given to them for use in the presentations on the 1/2-cent sales tax renewal proposal. County Treasurer's figures differed from those given by Public Works. Johnette Shepek, Budget officer, will gather data and reconcile the figures. The figures are estimates, based on various data.
Debbie Regester, Register of Deeds, reported on year-to-date revenue. There have been four mortgages of over $1 million during the past month. The registration processes produce revenue for the County. The remote access has had 6,926 log-ins, 6,107 of them during working hours. These save staff time, and also bring in copy fees. Subscriptions to remote access are $100 per year. The revenue for the period is $11,642, which includes subscriptions and copying fees.
Clancy Holeman, Administration and Counsel, yielded time to Monty Wedel for Commissioners to discuss which map of boundaries and cost sharing they prefer for the Manhattan Area Planning Organization. They chose "map 4a," (by consensus )which includes Ogden with Manhattan, but not Fort Riley. Other entities are Junction City, Pottawttomie County, Riley County, and Geary County.
Mr Holeman said the trustees of the Law Library will be meeting with trustees of Manhattan Public Library to make final arrangements for moving the Law Library to the Public Library. It is expected to take about 6 months to complete the move. The Public Library will receive $5000 to assist in the move. Mr Holeman said they hope to have a contract signed by Oct 1. Commissioners emphasized the need for public access to the Law Library.
Ginny Barnard, Extension, discussed the summer nutrition program in Ogden. They had planned to have sessions for adults for 4 weeks and for children for 2 weeks, but found that parents remained for their children's sessions, and brought the children along for their own sessions. So they all worked effectively together. They emphasized such things as cooking skills, food safety, resource managements, physical activity, and family sharing of meals. Kristin Garcia, Extension, said that National 4-H week is Octobr 7-13. They have 11 local clubs, and about 350 youths participating. The project kick-off is Oct 20, 1-4:00 p.m. at Pottorff. Their fund-raising garage sale is this Friday from 6-8:00 and Saturday 8-10:30 a.m. at Pottorff. Items will be priced from 25 cents, bags $4.
Brad Schoen, Director of RCPD, updated Commissioners. They are going to start advertising for two additional positions (already budgeted): one Public Information officer and one Crime Scene Tech. The PIO will need to be skilled in modern communication methods such as Twitter. They have had interactions with other Police Departments as far away as Australia. Mr. Schoen said they should be prepared for a rise in Workers Compensation rates and higher deductibles on insurance. It may cost them $30,000 more next year for insurance. Mr Schoen will look into the possiblity that recent changes at the State level may make it possible for the RCPD to become eligible for the State Pool. In the matter of the renaming of the Law Enforcement Center in honor of retiring County Commissioner Al Johnson, they will discuss dates for the ceremony on Monday.
Bob Isaac, Planner, presented a request for replat of property in northern Riley County, owned by Robert and Marian Brandenburg. They asked for erasure of property line between two lots, to make only one lot. Study by Planning board on Sept 10 found no reason to deny. They recommended approval of the change, as did County staff. Approved 3-0.
Mr Isaac presented a request by Monte Poersch for Residential Designator Lot ("extraneous farmstead") for his property. Planning Board had approved the change; staff recommended approval. Approved 3-0.
Leon Hobson, Public Works Director/County Engineer, requested permission to fill a position of Administrative Clerk I, which has been vacant since April 2011. He said his present staff is overworked (one present worker will soon go on extended maternity leave, adding to the burden) with all the necessary paper work, and he needs the position filled as soon as possible. Ms McCulloh said she felt they should have McGrath (consultant) come in to evaluate the need and help them to attain greater efficiency with present staff. Mr Hobson said they have already improved efficiency in several ways, and McGrath could not have the expertise to evaluate their particular situation. Ms McCullogh reminded all present that if the sales tax renewal does not pass, there will be cut-backs in all departments, and they should plan for the future. Mr. Lewis said he disagrees on the refusal of the position, because it might compromise the service provided by Mr Hobson's department. Mr Johnson moved that they approve filling the position. Mr. Lewis seconded. Passed 2-1, with Ms McCulloh dissenting.

Susan Kufahl, Riley County Health Department Director told the commission that work continues on upgrading the IT systems. She said she would be able to present more definite information in about a month. The object is to permit (with security) information communication.
She also said that 300 - 400 "flu" shots have been given. One case of flu has been reported. October 11 will be "Ocfluberfest" promoting inoculations for flu and TDAP.

Craig Cox, Assistant county Counselor, announced that there is a purchase contract for the property at 101 Noon St. in the Fairmont Park area. It has been a struggle to even find out who really owned the property with several entities having held the mortgage over time along with some mis-information. The Register of Deeds was lauded for helping to straighten things out.

Jennifer Wilson announced classes on "Medicare Basics" for those becoming eligible for Medicare or those caring for someone with medical issues. Riley County Commission mtg 9-13-12

Shelly Williams, Director of Community Corrections, said she and another staff member were attending a specialist class in Yoder, KS, on ways of assisting offenders in making decisions about their education, work and life situations. They are learning ways to help offenders realize the extent of and overcome the barriers for felons in society--to help them become more resourceful and develop the ability to work under pressure. The class is a full two weeks, 60 hours. They discovered after enrolling that they could have signed up to receive 3 hours of graduate credit for the course. Ms Williams said they are now out-sourcing some of their educational classes, at a savings in salaries and benefits. Their finances continue to be of concern. They face a 10% cut after 18 months. Since over 90% of their budget is salaries, the cuts must inevitably result in loss of services. She pointed out the obvious fact that with less community corrections service, the crime rate inevitably rises. One practice they are adopting to help meet Constitutional requirement for a speedy trial is use of video conferencing for preliminary hearings in some cases. Several judges are comfortable using IT, thus saving the County transportation costs. They are cutting caseloads by requesting that "payment only" offenders (those low risk offenders who have only to pay court costs and fines) be transferred to "collections," thus not requiring supervision. They have put one position on hold pending further data on the impact of budget cuts. This position would deal with Children in Need of Care, juvenile placement services. They average 30 intakes per month in this category.
Lyle Butler, Manhattan Area Chamber of Commerce, introduced their new employee, Trent Armbrust, who will concentrate on dealing with existing local businesses. The Chamber has decided to focus at this time on helping already present businesses to grow and add employees. They will assist all businesses, regardless of Chamber membership. Mr. Armbrust is a doctoral candidate at KSU, and has been associated with the Veterinarian School for years. He has served on the Advisory Board for Law Enforcement. Mr Butler said they are taking an active part in promoting the upcoming ballot proposal for extending the 1/2-cent sales tax for County and City projects. They plan to emphasize that this is not a new tax, but an extension of the present one. Ms McCullogh pointed out that the ballot will contain a State Constitutional Amendment to do with taxation of water craft. This a very long statement, and will be printed in "first place" on the ballot, since it is a State issue. So advocates of the 1/2-cent sales tax matter should emphasize that voters should be persistent. They also discussed the matter of favoring local businesses in awarding contracts after bidding. Ms McCulloh said they of course must take the lowest, best bid, but local businesses could be given the opportunity to match low bids. She reported that all department heads of the County work to give business to local companies on non-bid purchases, whenever feasible.
Clancy Holeman, Counselor/Director of Administration, asked for input on the date for the Legislative Conference. Among the possible dates, Commissioners chose December 3 by consensus. They will plan to have a catered meal and then meeting from 12:00 to 2:00 with all legislative candidates (some elected by then) and County Commission candidates, as well as previously serving Legislators not running for for re-election (Schwartz, Tadiken, and Reitz).
Mr Holeman said since the lease on the Law Library building expires September 30, they are talking with the Public Library, hoping they can provide space for it. The present owner is willing to make 4-6-month lease while they move.
When he meets with the KAC policy committee, he will emphasize that the unintended consequences of the law to restrict public access to information on certain public office holders, can amount to tremendous repercussions (for instance, difficulty in selling or buying a house).

Riley County Commission mtg 9-10-12

All Commissioners present. Rich Vargo, County Clerk, gave Year-to-date budget and expenditures report. All funds are nominal, with no budget violations. He commented that 2012, being en election year, the County Clerk's office will have higher than normal expenditures.
Cheryl Collins, Museum Director, and two Museum employees, discussed the processes by which the current temporary exhibition at the Flint Hills Discovery Center was put together. It is a partnership of the RC Historical Museum; U.S. Cavalry Museum, Fort Riley; Environmental Division, DPW, Fort Riley; Historic Costume and Textile Museum, KSU College of Human Ecology; Morse Department of Special Collections, KSU Libraries; and the Discovery Center. These six entities worked together for one-and-a-half years to narrow down a list of 100 historical objects related the theme: "Forces: The Shaping of Manhattan, Fort Riley and Kansas State University" to 75 objects and then finally to the 60 objects used. They cooperated on research, photography, and the great task of re-labeling objects, some of which were originally labeled 90 years ago. One interesting object is a cabinet belonging to Seth Child, the postmaster, who regularly rode a horse to Leavenworth to pick up the mail. All objects were prepared, then wrapped for transportation, then carefully transported and put on display. The exhibition opened September 7 and will continue through January 13, 2013. More information is available on the web site: www.rileycountyksgov/museum. The site is constantly being updated and added to. Major funding for the project is from the Kansas Humanities Council. Saturday, September 22, is being made a free day by the sponsorship of Farm Bureau.
At the press conference, Ms Collins reiterated the significance of the Discovery Center exhibit and announced other activities planned by the Historical Society and Museum. Sept ll, Author Day will be celebrated at the Public Library from 4-6:00 p.m. Speakers and other activities are planned. Ms Collins will conduct a walking tour of historic downtown Manhattan on Sept 13, beginning at 6:00 p.m. from the Courthouse Plaza. On Sept 23 at 2:00 p.m. at the Public Library, William D. Keele, a professor of German at KU, will present "Hurrah, Frei Kansas! Germans Struggle Against Slavery in Kansas Territory, 1854-1861!" This program is also funded by the Kansas Humanities Council.
Kristen Garcia, Extension, said the Kansas State Fair began on Friday, Sept 7. There are 11,489 4-H entries, many of which are from Riley County. Sunday was K-State Day--a sea of purple, organized at the behest of KSU president Kirk Schultz. October 1 is the beginning of the 4-H year. Oct 20 is project kick-off at Pottorff Hall in Ci/Co Park. 4-H will hold a gigantic garage sale next week: Friday Sept 21 6-8:00 and Saturday Sept 22 8-11:00 a.m. at Pottorff Hall. Donations accepted Thursday and Friday a.m.
Greg Lund said the Dog Park at the NW corner of Ci/Co Park is now open. It is approximately one acre, fenced in so dogs can run leash-free. A "pet waste clean-up station" is included.
Ginny Barnard, Extension, said September is National Food Safety Month. She distributed a brochure about fighting food-borne bacteria. Extension will hold food safety training sessions at Pottorff. On October they offer a 1-hour class for employee-level for $10. On November 13, they will offer a manager-level course of 8 hours, for $100. This includes a book and the exam. Courses are approved by the Kansas Restaurant Association.
Eileen King, Treasurer, gave monthly financial reports. Investment income is not exciting. Sales tax revenues are healthy, currently at 77.27% of Budget estimates. Current collection rates are up from, last month, from August of last year, and from year to date 2011. Overall, collections are 4.96% over budget. A small number of very large ad valorem delinquencies brings down the surplus in variance to budget.
Clancy Holeman, Counselor/Dir of Admin. conducted an administrative work session. County has requested two stops for the ATA bus: one at Ci/Co and one at the Health Department.
The Indigent Defense contract is finalizing. The Law Library lease expires at the end of Sept. Commissioners will receive on Thursday a resolution to amend a small error ("end" instead of "expire") for the half-cent sales tax question. Other matters briefly discussed. Meeting adjourned. Riley County Commission mtg 8-30-12

Clancy Holeman, Counselor/Dir. of Admin Services, offered Monty Wedel, Planning, time to speak about the jurisdictional maps for the regional planning body, for budget purposes. He noted that of Ft Riley is included in the population counts, Riley County soars in percentage of budget responsibility. Since no roads, or bridges, for instance, in Ft. Riley are under the County's jurisdiction, this does not make sense. Commissioners decided by consensus that Mr. Holeman would draw up a letter to the effect of NOT including Ft Riley in Riley County in the jurisdictional map; to be sent to the City of Manhattan.
Commissioners went into Executive Session. After the Executive Session, Mr. Holeman said a date for the Legislative Conference is still being sought. It will likely be in early December.
He said that KAC is giving priority to the question of machinery exemption from sales tax, so no additional lobbying on the subject is necessary for RC Commission.
Dennis Peterson, Director of Noxious Weeds Dept, presided over bid opening for herbicides. County received six bids. After formal reading, Commissioners referred bids to staff for evaluation and recommendation.
Frank Beer, Area Chamber of Commerce, led discussion of the Chamber's Legislative policies and positions (this had been submitted previously to Commissioners). Ms McCulloh said that Riley County's primary concern at this time is the repeal of the tax exemption for machinery. The original idea arose from requests of 5 small rural counties, 54 of which have oil rigs; the other has an agricultural manufacturing plant. Ms McCulloh cited sources saying $42 million in tax revenues had been lost. Mr Holeman said one peculiar factor in the bill is that each tax payer gets to appraise his own property and classify it as real property or personal property.
Commissioners told Mr Beer that the many small cuts in various programs throughout the State Budget were a burden on Counties. Many are unfunded mandates; others are a result of withdrawal of State funds from established programs with previous matching. The Voter ID program was an example of unfunded mandate. It is an expense which Counties bear, and since there has never been significant (or even detectable) voter fraud in Kansas, perhaps unnecessary. Another matter worth considering is proposed traffic control projects. Fort Riley Blvd is NOT a bypass. One person remarked that he met 18 traffic lights between one side of the city and the other. Mr. Beer said the Chamber is eager to promote local buying, rather than internet. Local businesses pay taxes--both property and sales. So far, dot-com business do not; furthermore, dot-com business can (and often do) go out of business easily--no returns, no refunds, no complaint answers. He proposed asking local units of government to give local businesses a chance to compete and to not just go the "easy way" of the dot-coms.
Leon Hobson, Public Works Director/County Engineer, was warmly welcomed back from sick leave. He led the discussion of how to proceed on replacing retiring Rod Meredith as Assistant Public Works Director/Parks Director. Commissioners said Mr Meredith's unique experience, background and abilities will be hard to replace. They want to retain the cooperative attitudes of employees in both departments, and the overlapping duties of Roads and Bridges and Parks. Hobson said he felt he had very capable people at the second administrative level, who could carry on the work for a certain amount of time so that no undue haste was necessary for Mr Meredith's replacement. They might feel able to carry on a three-month process to formulate any structural changes needed and to find the right person. Hobson and other employees of the departments, along with Ms Valenti in Human Resources, will put together proposals and present them to Commissioners in a work session in about a month. Adjourned. Riley County Commission mtg 8-27-12

Johnette Shepek, Budget and Financial Officer, gave an overview of the status of various funds. Capital Improvement Projects fund will have adequate budget authority for the rest of 2012. The Riley County Building fund has a significant cash balance. The Economic Development fund as of this date has nearly $300,000 balance in budget authorization. There were no expenses charged to the Road and Bridges sales tax fund during July (though work continued). It has a healthy balance. Ms Shepek distributed copies of the suggested 2013 Budget Overview brochure. It is a very comprehensive summary of Riley County Budget, including historical mill levy rates, proposed General Fund Expenditures and Revenues, listing of all categories of revenue sources and expenditures. The Riley County Budget for 2013 totals $39,690,224.
Anne Smith updated the Commissioners on the AtA bus. She gave Commissioners copies of the most recently produced brochure. They have added 5 stops on their fixed routes. In the first four days of last week, they transported 3642 rides, averaging 910.5 rides per day. Jardine residents have requested addition of two new routes: lunch time and dinner time between Jardine and Derby Food Center. They have 16 vehicles, one of which is a minivan. They received an allocation of $20,ooo from the United Way. Ogden residents have requested a shuttle on Saturday to and from Walmart. Commissioners commented that Target is in Riley County. They are still working with KSU an KSOT on signage. There may be some detours on the fixed routes on game Saturdays. At a conference in Dodge City, Manhattan/Riley County AtA bus system received an award as the highest percent ridership increase in the State in the class of over 10 vehicles. (8.9%)
Gregg Eyestone commented gratefully on the recent rains. Coverage is now very crucial for soil. It is time to fertilize or re-seed lawns. Soil testing is availabale at the Extension Office (539-6350). Cool grasses such as tall fescue and bluegrass work best in our climate, but if you have very sunny yard, hot weather grasses such as zoyzia, bermuda, and buffalo grass will grow.
Tim Hegarty, RCPD, (not present) forwarded a message for Riley County residents: Lock your house and your car.
Gary Rosewicz said drivers should avoid Alert Road beginning Aug 29 for two days. The realignment work on Mineral Springs Rd begins Sept 4 and continue to April 2013. No inconveniences are expected.
Kim Nies, Health Department, said the County is ready to administer flu shots. All insurance plans are accepted. She said they are seeking members for the Health Advisory Board. Questions about West Nile virus may be answered on their web site.
Cindi Valenti, Human Resources, said the Noixious Weed dept and Hazardous Waste office will be closed Wed Aug 29 from 9:d0 to 12:30 for a staff member family funeral.
Clancy Holeman requested an Executive Session. When they returned, they approved 3-0 action discussed in the exec session. Mr Holeman discussed Legislative requests for KAC. Commissioners decided to set the date for the Riley County/Legislative conference for sometime between the November election and Thanksgiving. The Indigent Defense Panel accepted the County's latest offer: no step increase, only COLA. The panel requested reimbursement of half the cost of software for "child in need" cases. Commissioners agreed to pay $175. (This amount is for each of the attorneys). Commissioners voted 3-0 to approve a policy to meet IRS guidelines to see that bonds stay tax-exempt. This is called "Post Issuance Compliance."
Ron Fehr, City Manager, and a representative of the Chamber of Commerce joined the Commission in consideration of the presentations for the 1/2 cent sales tax ballot question. Ms McCulloh reminded all present that they may not legally advocate, merely educate. The presentation under consideration includes both County and City interests. It includes an inventory of (County) roads and bridges and culverts large and small; list of deficiencies;undesirable results of postponement of certain work; projects completed in the last 10 years; collage of businesses that have received development funds; number of jobs created; pie chart of spending, and leverage of private funds; recruitment and retention of many businesses and services. The proposed sales tax would be paid by an estimated 130,000 people. Property tax is paid by about 30,000 people. There are over 1,000,000 visitors per year. The ballot question is printed in its entirety. In 2012, by the end of the year, retail sales are expected to have exceeded $1,000,000,000 (one Billion dollars). Lots of taxes. Certain adjustments and additions will be made to the presentation.

From almost the beginning of the session the question of the 1/2 per cent county sales tax became the background of the meeting. When there was a "break" in business the discussion went back to the slide show which is designed to inform voters of the need for the tax, where the current tax (that expires in Dec) money was spent, and possible plans for the new tax. The tax will be spent on repairing roads, culverts and bridges. The photos of projects - old and new- show the needs and results of this sales tax. The Commissioners took great pains to edit out redundant information and illustrations in the attempt to make the presentation comprehensive, concise and complete. It was edited down from 90 slides to about half that number.

Near the end of the morning, Manhattan Mayor Peppard and City Manager Ron Fehr met with the Commission to voice their feelings on what should be in any joint presentation showing the needs of the City of Manhattan and their proposed 65% of the 1/2 per cent sales tax. Most of what the City spent the last sales tax on was economic development and some infrastructure and salaries. All this was illustrated in pie-charts. Mayor Peppard initially stated that any presentation should be very concise, suggesting five minutes for the County, five minutes for the City and five minutes for the Chamber of Commerce. The City seems to have decided on infrastructure and property tax relief as their main use of the money. The article in Thursday’s Mercury (or at least the headlines) suggested that the City was asking (or appealing) for inclusion in the presentations. From what I observed of the discussions in the county meetings, they have always mentioned including the City of Manhattan in the educational presentations.
The city and county were to meet later that day (Aug.23) to go over the presentations.

In other business

The Riley County Domestic Violence Task Force requested and was granted a permit for an event using Courthouse Plaza space for a presentation on Domestic Violence Awareness Month from 11:30 to 1:30 on October 15.

Robert Nall, Director of IT reported that the GIS section is continuing work on projects affecting the ATA bus, Planning, Emergency Management and Appraisers' dept's. They successfully deployed the "find my polling place" website for the Elections office which lets people visually see the route from their registered address to their proper polling site. They have also met with District Courts about putting in a new wireless network after attorneys discontinue use and support of the law library. The County's video conferencing system has expanded to go beyond first arraignments to also handle appearances with Osawatomie, reducing the cost in man hours and delays.

Susan Kufahl, Director of County Health said that they had a school vaccination clinic August 3 where 54 children were given a total of 116 shots including Tdap, Varicella, Meningococcal, MMR, HepA, Hep B and Gardisil.

She announced that the flu vaccine is arriving and they will start giving shots Sept 5th. No appointment necessary. Cost will be $27 with other types, like the nasal spray and "high dose" for those over 65 will cost a bit more. No one is refused for inability to pay. County Health bills insurances, Medicaid, and Medicare. Getting one's shots at the local health dept does help support the department.

On the subject of West Nile, the last reported case was in 2009. there is no immunization available for humans (although there is one for horses!) In 2012 there were 13 confirmed cases of Pertussis, age range from 26 days to 80 years.. KDHE reported 56 cases statewide. She emphasized the importance of people getting Tdap shots to protect new babies who can't get the shots..
